The best advice I can give you at this point is that when you run into something odd like that, reload and don't let it happen again. If her being petrified is unavoidable and she turns hostile again, you might cast Protection from Petrification on Viconia before the battle, or keep her away from the beholders. Yes, this requires metagame knowledge and not good from a roleplaying perspective, but the bug certainly makes no roleplaying sense.
By the way, are you fully patched?
