Go to the City Gates District. You will be approached by a young boy that tells you about the trouble they're having there and he will ask if you can help.

In case you don't know, you have to go to the City Gates anyway before you can ever leave the city for the first time to investigate several of the quests that occure outside the city walls. After going through the City Gates once, though, you can enter and/or exit the city from any district for the rest of the game.
