Other places to try are:
- Sorcerous Sundries might have 1 or 2
- Ulgoth's Beard Inn, ditto
- Durlag's Tower contains a bunch of 5th-level spells
Sure, you've got to be at a pretty high level to do Durlag's, but if you only have a Level 3 Mage, what the heck do you want Cloudkill for?
