When I did the Sola Mod, it didn't seem to take him so long to level up. He's powerful either way.
Even though I haven't rushed through the game and picked him up, I'm sure that it's probably better to pick him up when he's at a low level, as either way... READ BELOW ONLY IF YOU WANT TO BE SPOILED

Bodhi kidnaps him whether he's romanced or not, and he's sort of a hassle to battle when he's abducted by Bodhi. I'd imagine the lower his level is, the less powerful he'd be as a "Lich".
