I really don't agree with the Robe of Vecna being sold in the Adventurer's Mart. I really don't. I don't know how to respond to it being brought into this discussion, because although it's a valid item in the game, it doesn't make sense from a roleplaying or gaming perspective. You can buy an artifact like that, and a lich or Red Wizard or High Harper or Chosen of Mystra hasn't snapped it up already, yet in all of Amn you can't buy a damn Chime of Opening? I'm just looking for some consistency...
So!
Elminster sets up spellfire to absorb EVERY SPELL CAST IN THE AREA AHHHHH and then traps the PC's soul in a tiny gem and then the party and then uses the souls to finally, finally create a Chime of Opening. The resulting blast from said chime opens every lock on the face of Toril except, inexplicably, the underwear drawer of Trelwyn, Head Dirtpicker of the Cale Isles. Why this was the case or why someone like that locks their underwear drawer will be a heated topic of debate for centuries to come.
Edit- You're right! The Rules ARE fun!
