I ran into this problem (Saemon not teleporting you) & wound up CLUA'ing myself to the Sahuagin city (AR2000 I think).
I couldn't find any other way around it - I CLUA'd in every Saemon listed in ShadowKeeper & they all had nothing to say to me. I CLUA'd myself to Brynnlaw, no Saemon anywhere (Monkey or docks), no Horn, no Saemon back outside the Asylum where he normally teleports you.
So, I think the only way to continue is the CLUA yourself directly to the Sahuagin City (you'll apeear right in front of the "shopkeeper"), then walk east a little bit til you see where you normally arrive. Speak to the High Priestess & everything will procede normally from there.
