The idea's run its way though my head, as well....the problem is, combining ALL the stones into one item would be overkill. So which stones go with which others, and would conflict with what others? I see 2 methods of going about it:

Cromwell can combine the Pale Green, Dusty Rose, and Pearly White stones, and then later Cespenar can add in either Wong Fei's, OR Malla's, OR the Lavender & Obsidian.
Cespenar can melt together the Gold and Silver into an Electrum Ioun Stone, which can be combined with the Bronze & Circlet of Netheril.

Create a circlet worn in the Head slot, which is classed as a Container that can only hold up to 3 items of type Helmet. The enchantments on the Ioun Stones socketed into the Circlet are cumulatively applied to the wearer. The good side is that this allows the user to mix & match Stones, but the bad side is that it would be a nightmare to script.
Where this gets really weird is thinking about what happens if more than 1 Ioun Circlet becomes available: Since the Circlet is itself a Helm, what happens when you store a Circlet inside another Circlet? AAaahhh! Don't put that Bag of Holding in the Portable Hole!!!
