It is part of an incomplete quest, as are many encounters in the game. Sadly, deadlines and pushy publishers are part and parcel of life.
There may be Mods out there to fill in the blanks, but so far I have not heard of any widely-endorsed Mod for the Twisted Rune-Slavers-Black Rose-ToB NPC connections.
