Is to help his old friend, Raelis Shai. (she´s the Woman in the playhouse, in the five flagons inn, who asks you to save Haer´Dalis). Anyways, you can get this quest, without talking to Quayle, and I don´t believe you get any more goodies or xp if you obtain the quest through quayle. And as for the leftover post, you can (thanks to knowledge obtained in a recent quiz) simply double click on the post to remove it.
