First of all, giving money, or alms as the beggers ask, to the poor doesn't raise your rep.
Second of all, if Anomen's family was hostile towards you when you entered the Delryn Estate means that you were an ass to Anomen in the Copper Coronet. I don't know if killing them results in a loss of reputation or not.
