2. This is a VERY good idea because unlike many other games* the Baldur's Gate trilogy is exceptionally translated and spoken by native German speakers.
I got an English version myself, but my best friend got the German version and it's sweet!
3. Downloading the dialog.tlk from Weimer's site seems to be the best solution, if you are however stil searching for a German online store then on the top of my head I can only say
www.amazon.de of course
*German in computer games: for written German I strongly recommend the old LucasArts/Lucasfilm adventures (Indiana Jones, Monkey Island, Loom, ZakMcKracken,...), for spoken German (at least in part) the Games of the Medal of Honor series have good spoken German. Many other games have REALLY bad computer-translator based spoken and written translations (e.g. No One Lives Forever, Civilisation II, Gabriel Knight series).
