don't trust the manual, trust the Spell Reference and Shadowkeepers Spell Browser:
contingency spells are:

Contingency: lvl6 spell; can store one spell up to caster-lvl/3 (max. lvl6), can only target caster
Chain Contingency: lvl9 spell; can store 3 spells up to lvl8, can also target enemies (this is the spell you get from the limited wish selection)
Magic Tatoo: is a contingency spells some enemies (especially Lichs) use, but that is in NO way accessible to the player (isn't even listed in SK's spell browser, seems to be coded into the creature file)
