I thought BG2 was much better. While I liked exploring all the maps in BG1, even though I did get tired of endless walks in the forest, I still like BG2 better.
The exploring bit: that made sense in BG1. Low level characters sort of walking around looking for a fight with goblinoids. By the time characters are Lvl 7, like in BG2, things are much more quest-driven. You are going to X to get something for a quest, and you just do it -- you don't stop and explore every cave along the way looking for a goblin. Or, you don't unless it relates to another quest you're working on.
What I like better about BG2 is the further tactics complexities that come with increasing levels (for enemies and the party) and also the much more detailed NPC interactions. By the time I reached chapter 3 in BG2, I knew more about the characters I was travelling with than I ever did in BG1.
Yes, you can become very powerful very quickly in BG2. But, if you keep 6 in the party, don't use the cloak of cheese and other over-powered items, then the game certainly remains challenging. I'll cite the thousands of "help me with X" threads on this forum as proof.
