When I played as a cleric of Lathander, Dawnbringer Sain came to collect my PC at the Temple District Gaal gathering, not Oisig. My rep was low, the 12-13 range. My first time through BG2 with a chaotic good ranger/cleric, with a rep in the same range, it was Oisig who picked up the PC. I did Umar Hills before Unseeing Eye, so I ended up with the ranger stronghold. Unfortunately, I don't have a save early enough to check.

But why should it have to be a cleric kit to get the stronghold? Couldn't a cleric without a kit get a stronghold? Hmm. Worth checking.
