I checked out the teambg web site. My info WAS outdated. According to teambg, your brother will have all the upgrades in DSotSC INCLUDING quests and npcs, but he can't go back to TotSC. The older versions of DSotSC required starting a new game to get the upgrades; the newest versions doesn't.
