I do have TOB and my experience has to be over 3100000 since that is lvl 21 for the generic archer...i think. I have baldurdash n the patches for TOB i don understand it. [/QUOTE]If you got 3.1 Million XP after your last level up,then make 1 more level and wait. For example, say that at your last level up in Archer, you have 2.9 million xp. Now, although you have over 3 million xp, you will have to wait till you level up till you get an option to chose an HLA.
