The second-best returning throwing dagger can actually be acquired quite early, and even earlier if you are roleplaying evil. It is called "Boomerang" and is +2 enchanted, does 2D4+2 damage thrown or in melee. (Can't dual-wield with it, but you get 2 attacks per round with it, even in melee.) It is the reward for the quest you get when a mage in your party casts Limited Wish and chooses the option "I want an adventure like I've never had before" or something like that. The item is carried by Captain Dennis who is with his group of mercenaries in an inn in the Bridge district (Not the Five Flagons, further south-west). So if you want to go the evil route, you can steal it off him or just slay him and his party to get it.
