Double click your "My Computer" icon (or if you're using XP and haven't sent it to desktop, click the start button and choose "My Computer" from there.) Right click the drive your BG CD is in and click "Explore". Setup.exe should be in the folder and will go directly to the install program once executed.
If for some reason that doesn't work, choose start > run and type "x:\setup.exe" where "X" is the letter of your CD/DVD-rom.
