I have never managed to have Minsc actually charm something IIRC. He usually gets interrupted, and if he does actually cast it, then the target has saved every time. We could just kill them I suppose, but I think it's fair for Minsc to try first. I agree that in terms of any major battle Minsc is better served hitting things with the weapon of his choice than talking to the animals.
