Instead of Shadowkeepering all the NPCs in the game to fit your specifications, have you considered making a multiplayer game and creating all the characters yourself?

My beloved anti-magic party was a multiplayer creation, and contained:
--a wizard slayer PC
--a trueclass fighter (fighter/thief would also work)
--a trueclass thief (swashbuckler would also work)
--a monk
--a kensai
--an undead hunter (he had priest spells, but I chose not to memorize any)

The only problem with a party without mages or clerics is the constant imbibing. You will know where to find healing potions and who sells the scrolls. (Only one party member could cast healing spells off scrolls--the monk.) But it's a strong group. By Chapter 5, the party could pretty much hack its way through anything in SoA, and by Chapter 8 could knock off just about everyone in ToB.

Just make sure to build that thief character right--it's the party's "mage" now. First and foremost, push Find Traps and Detect Illusions OVER 100%. Why, you ask? A thief uses DI with the "find traps" button. The game rolls on a d100 for this skill and if the game rolls your DI percentage or higher on the d100, all enemy illusion spells in the affected area (usually 10-20' around the thief) are gone. Poof. Just like that. Mirror Images, Misleads, Projected Images, Simulacra, Shadow Doors, (Improved) Invisibilities, even those invisibility potions favored by backstabbing thieves, all go bye-bye while your fighters beat the snot out of the unprotected enemy. As long as the thief has Find Traps turned on, DI will be active. Distribute the rest of the points where you wish--potions of perception and master thievery will take care of most jobs until your thief's skills improve.
