Delon is not important as long as you get to the Umar Hills. The quest starts when you go there for the first time.
Delon should walk around somewhere in the middle of the Govt. district next to the fountain. If you are a ranger Gus (Gaylan's little boy) should have take you there.
However he is just there to give you the location on your world map and you can do without him once you get a bit deeper into the Valgyar-quest you'll find out where the Umar Hills are.
P.S.: The German localisation (
ist das tatsächlich das englische Wort für Lokalisierung?) is one of the best if you compare them to other Computer Games. However I prefer the English because it gives me that extra fantasy feeling which I know from reading the LotR and several other books. I can't even read two or three sentences of Tolkien in translation
