First of all, was Germany's ecomonic slowdown due entirely to the recession, or was it heavily influenced by their ongoing rebuilding of the former East Germany? Two decades is about the length of time that many thought it would take to rebuild the East's infrastructure. So, letting up on the taxes should be a proper course now.
