It's not all
Downgrading, though. Some items go up, some items go down, some just get changed around a bit. Celestial Fury only has a chance to Stun the victim 20% of the time, now, Ardulia's Fall is +3 enchanted with a much better Slow effect, and the Staff of the Magi casts Invisibility 10 times per day, instead of granting it each time you equip the weapon.
So, hopefully, somebody carrying the Flail of Ages and someone else wielding Halcyonn will be able to pass each other in the street without either of them feeling guilty, of busting out laughing at the other guy.
