One mod idea that occurred to me was provisionally titled The Downgrade Mod.
Someone once said, truthfully, that BG2 is item-based. It's not about spells or npcs or tactics, it's about items. You live or die by them. So, change that. Remove the powerful magical weapons. Imagine levelling the playing field; some weapons cause different types of elemental damage, some do extra normal damage, some add bonuses to your thac0, some have unique abilities here and there... some armours have extremely unique effects, others are more mundane... simply get rid of the 'normal' weapons +2, +3. But no weapon has overall pre-eminence. Make it more like BG1, where it wasn't really possibe to have every item slot filled. Then you'd have to change a few things here and there - get rid or tone down some spells, rewrite a heck of a lot of monster files.
I'm taking a different approach to, for example, the Tactics mod. The Tactics mod makes the enemies harder. I say, make the characters less potentially powerful. Makes it interesting.
