The deal is even sweeter than that, Robert. Several years ago, the Congress and Senate voted in automatic payraises each year. The only way the do NOT get a pay raise is if they actively vote against the annual raise.
This allows politicians to truthfully say "I never voted for a single pay raise" while still benefitting from guaranteed pay raises each year.
