You know, there is a difference between state and federal government and the rights and duties assigned to each by the constitution, there's even a difference in individual states how sweeping change is to be done procedurally. Funny, isn't it. It's like the US is a giant confederation of individual countries or states, each with their own laws and government working together under an overarching document that regulates how they interact with each other.
