on a trapped door in the bridge district, same building as one of the liches with the golden body parts (shadow lich I believe) just north of the building the "man in red" was using as a hide out. quicksave your game before using the stone, as the autosave will take place after the gem is gone, and if you need to go back in you will be unable to without using ANOTHER Rogue Stone.
