Ah, yes... net neutrality. Prohibiting ISPs from providing preferential service to people who pay more. ISPs want it (because of the potential for increased revenue), consumers don't (because of the fear of dropping back to dial-up speeds), and lawyers drool ('cause *someone* is going to make a mint arguing about it).
The key issue will be transparency. I smell a variation of the ol' bait-and-switch -- Oh, you wanted *FAST* speed? Well, that's the next level up...
*edit* Slight clarification:
ISPs want it. Additional revenue.
Web sites despise it. Don't want to be throttled unless they pay up... see Mafia, shakedown.
Consumers (you and me) are unaffected, unless we try to access those web sites. Then we experience slower performance, and are likely to go to someone else. Double bad for the web sites.
Lawyers... drooling.
