I had actually wondered that myself after seeing references to hobgoblins as good fairy folk. But, I've also seen some references to them that portrays them as evil leprechaun-like things. In either case, they should have been smaller.
For that matter, the first references to gnomes were of elemental creatures that were akin to dwarves, and very, very nasty.
