I've experienced something similar here on my street. When we moved here, it was mostly white older folks and what blacks lived on the street were decent. When those old folks started dying off, they were replaced by renters or those that bought the old (50's) homes cheap (like we did). Those that moved in brought bad neighborly manners and all their poverty-stricken foolishness with them and now we want nothing more than to get away.

What do I mean by foolishness? Screaming and cussing one another in the driveway for my children to see and hear, drug using, drunk parties, people I've never seen before sitting in their car for an hour in the driveway with the music blasting so much I can hear it clearly inside my own home with lyrics that torment us, and constant vandalism of my property and cars such as break-ins (I leave the door unlocked for them so I can at least save my window), and other stuff. Yes, the dogs are here too, walking around on my property so I cannot trust my kids to play in their own yard.

And their stories are similar...they moved here to get away from the very dang thing they brought to my door!
