Dont hold the mouse over a creature or portrait when pressing the tab button, or else it will give that enemie's life status. Hold tab over open space on the ground and it should work, and if it doesn't, then it requires ToB. Hitting tab over a portrait/NPC brings up name or that kinda feedback immediately.
