Annoying yes, but it's paying for your TV shows. Advertisers demand that extra "punch" from being louder than the show.
If you don't like it, don't buy the product being advertised that offends you. It's the only way to change something like that.
If it's proven that loudness gets notice and sells a product, that's what they'll do. If it's proven that the same thing hurts sales, you'd find it stop.
