Anomen is not a multiclassed Fighter/Cleric. He is a Fighter dualed to a Cleric at level 7. Under the SoA XP Cap, Anomen is capable of becoming a level 7/20 Fighter->Cleric, while Viconia can only become a level 21. The issue is further emphasised under the ToB Xp Cap. Anomen can attain level 7/39, while Viconia can only attain level 40.

Both will max out their number of base spell slots.

So it wrong to categorise Anomen as a non-Cleric. Anomen IS a Cleric that has been boosted insanely by his initial Fighter class. Whether it be in spellcasting or bashing the snot out of your enemies, Anomen triumphs over Viconia anytime.

Now... romances, that is a whole different ball game.
