Not unless he is multiclassed with spellcaster levels. Craft Magical Arms and Armor, and Craft Wondrous Items have requirements of 5 and 3 spellcaster levels respectively.
If he satisfies THOSE requirements and has one or more of those feats, then he CAN craft magic but spells cast from scrolls are CAPPED at a caster level of 10 so not all items can be crafted using scrolls.
