I don't think Bio ware has a bug reporting. The best way is to use the build calculator by Kamiryn. It is the best way I've found to prebuild characters so you know when an where to take fest and skills. He also has one for NWN2.

Also there is a build search engine that seraphs all the epic builds posted on Bioware which I use to get some basic ideas and flesh them out as I want.
