ST: It's only 8 step events per level right now and only 16 zones per level. There is no differentiation in DC's eyes between 'rest' zones and other zones.
Uatu: Theoretically, the only limit is the space on your drive.
The longest chain that I've done had 32 layers, and it worked just fine.
