I do not know about North Korea's pollution specifically, but nuclear tests rarely benefit anything but the rare, three-headed monkey and psychic clams.

Cuba? I know even less there, and to the best of my knowledge, those three countries are the only ones officially labelling themselves as Communist or something close to it. I know there's a large Maoist movement in... Tibet, is it? Somewhere around there, anyway, who've got a hand in the government now, but I do not believe the country in general is anything near Communist.
