As of the 15th of March, 2007, the CIA still considers Mainland China as Communist.


However, I did find this article that supports your opinion. (You're welcome).

However, had you posted that, I would have pointed out that your information is from 1999, and given you this link to BBC World Service from 2006 where you can listen to a radio report from a journalist on the subject. Scroll down to this section and listen with Real Player. (Just over 2 minutes).

I also came across this site that details their constitution and clicking on another link on that page leads us to here where you can find supporting evidence that China still calls itself Communist. There are links there such as ones that take us to news reports like this:
