That makes sense then. I did not spend much time in the bridge district. I wanted to first just complete the game, but at chapter 6, I decided to do more side quests, and this is one that I just didn't do.
As for Kangaxx in the Docks District...I'm surprised I didn't meet him. I spent a lot of time in that place. Maybe I'll give ol' Kangaxx a visit
