In WinXP you put in your OS CD and hit "R" after booting from the cd-rom drive. This brings up the recovery console, from there you can repair. There is a command to run system restore through Dos but it is far from perfect and will force a restore even if the registry is corrupt. I would try other options first. So try locate you OS CD and see what can be done.
