as per previous replys, there are three basic options in this quest :
- attack the tanner
- confront the tanner with the evidence
- collect the evidence, give it to Aegisfield and follow him to the tanners
With the first two options, Aegisfield gives you the reward - no need to take anyone/anything to the govt district.
If you choose the third option you *can't* save Aegisfield, and have to go to the govt district (carrying a certain item) to collect the reward.
