Do the Bridge District kidnapping quest and take the victim for the ransom
Turn into the slayer
Intentially try to steal something from an insignificant store keeper using a character with a horrible pick pocket rating (Nalia?), and when the guy goes hostile, charm him and send him into a corner of the map where you're unlikely to ever go again .
