Be aware that A Modest Proposal (good as it is) is under 30 pages long. It's an essay/pamphlet, not really a book. The best way to get a hold of it is to look for a selection of Swift's short works. You may also find it in old high-school/college readers or in collections of satire.
Ok, just checked the Chapters website, and they've got a couple choices. It should also be included in some form in the classics/literature section of your reputable local bookstore or library.
