Magneto was really a better villain when he was still completely evil. You could get into hating him before they added the whole silly "conscience" and the "for the safety of mutants everywhere attitude." His original approach was that mutants were a Hitler-style supreme race.

Dr. Doom is certainly the heaviest hitter on the list above when it comes to pure, sane evil.

The Super-Skrull also comes to mind, but that's the one from the 60's, 70's, and (early to mid)80's because I don't know if they "wussed him up" or not lately....lol.

From the same time frame there's also the Red Skull, Baron Zemo, Kingpin, Ultron, and who could forget the pure evil that was...Dark Phoenix?

Sabretooth actually came on the scene in the late 70's, but he was a two-bit villain prior to his re-vamping in the mid-80's and wouldn't even come close to your list back then. Actually, in those days, he would have qualified for the lamest villain list, but now I'd say he makes it into the really evil club. At least as of the mid 90's, for all I know he's a member of the X-Men now...lol.
