if she doesn't like you being shy then don't be shy and go and ask her out. Hell you've done it twice before but neither time was right so why not try one last time, you have nothing to lose and potentially a lot to gain. But she obviously knows you like her, thus if she really wants to go out with you and she thinks the time is right she will likely ask you either that or start flirting with you, but women are strange creatures and there is only one sure fire way to find out and that is ask her.
