Items in .tbg format require IEEP or IEES to import (IEEP can edit items, while IEES is just for importing them). Near Infinity works too, I think.
Items in IAP-SFX format are self-extracting exe files. Player doesn't have to have any such application as aforementioned.
Both types basically add items to your Override folder, and you spawn them in game either with console or with ShadowKeeper.
WeiDU is a program that is used to install mods. Mods usually consist of many different files and WeiDU copies them to Override, appends scripts to existing ones, adds dialogue options to existing ones, etc. The player also doesn't have to have any additional program.
My items are usually created by IAP-SFX application, but the Firesuit is installed by WeiDU (because of scripts).

Mods are widely accepted way of adding additional flavor to the game. The game is pretty good, but after you play it 7+ times, it becomes boring. That's why people make mods - to add something new again. Mods generally don't disbalance the game. Hacks do.
