Just a thought about where the mentioning/not mentioning may come in--who has ToB installed? Perhaps installing it either added or subtracted Cromwell's notice of the MoD? Or maybe it has something to do with whether or not you have started/completed the Sir Sarles quest?
I just did a test with one of my games. I have ToB, latest patch, fixpack, and Items Mod. I went to Cromwell with a Clua'd in MoD and he didn't mention anything about it. Also tried it just after accepting the Sir Sarles quest and again no mention. So perhaps the quest has to be farther along (no one has even mentioned illithium at this point), or finished. I'm also still in Ch. 2, and maybe that has some bearing on it?
I don't have time to run through the whole quest and check on this, but maybe someone else could do some more testing?
