I'm not aware of any issues with any Radeon cards and DX 9.0C - sounds like a myth to me

In terms of raw GPU power, the specs are as follows:

9250

33 million vertices per second
960 million pixels per second fill rate
Either 3.2 GB/s OR 6.4 GB/s memory bandwidth depending on whether the 9250 uses 64 bit or 128 bit memory

5200

62 million vertices per second
1000 million pixels per second fill rate
8 GB/s memory bandwidth

So the 5200 is much faster, and would especially trounce the 9250 if the 9250 in question has 64 bit memory...

But since neither are particually adequat anyway, and you want to help out your cousin then go for it, so long as you are aware that the 5200 is the faster of the two.
