That's utter BS. There's only one feature a coach needs, and that's the gift of being able to motivate players, to get the most out of his team. Marco van Basten didn't have one minute experience as a headcoach when he accepted the job as coach of the Dutch national team, he lead us through the qualifying rounds undefeated. No "experienced" coach could have done a better job. Same goes for Frank Rijkaard with Barcelona. When he signed his contract he had very little experience as a headcoach, now look where he stands with his team. And don't forget he reached the semis with Holland in the 1998 WC as a completely unexperienced headcoach.
Jurgen Klinnsmann from Germany is another example, no experience whatsoever, yet he has managed to get the Germans back on track and made them once again a side to be reckoned with.
