Don't forget that you can file a complaint on e-Bay even if you can't recover anything. There's also negative feedback (although that could open you to the risk of getting negative feedback in return.) I've done that (filed a complaint) a few times and got those sellers kicked off of the bay. There's either the didn't receive anything or received something totally different than what was listed. You can opt to just chuck the whole thing, but then that could encourage the seller to do it again. You can do like someone suggested and go the USPS route and you can enquire at your bank to see if there is anything you can do from there too. Some banks will cover the cost of something sent through the mail. Just depends on your account and what they offer.
